IC. Personally, I would include the county but then mark the "restrict public access" option at the bottom. That way the complete information is in the database, but the only things anyone looking at the database can see are the name, state, and vouchers. You could also mark "sensitive" and adjust your options accordingly so you have greater control over who you release the record to when a data request is made.

But if you want to do it this way, there's no rule against it.
