I thought so too. A few stray loggerheads sometimes get into the Bay, especially during the summer when they make their way up the east coast to get into the Atlantic current. Still never expect it though. This guy was pretty well-decomposed and could have washed in from the ocean.
Now that's an unexpected find! Though I think I've heard that they and Green Sea Turtles do show up in the Bay from time to time.
