apologies for poor quality photo. I didn't get a good look at these turtles, but the head pattern looks like Pseudemys to me and the habitat/range would be P. floridana I think.

Possibly. The taxonomy for River Cooters is confusing, but I think both P. c. floridana and P. c. concinna can be found in the Panhandle. I know that P. c. concinna only ranges from the Apalachicola River and west. I think a visual of the shell would be needed to get the proper ID here.
